A netizen provided a "friendly reminder" issued by the Fourth Neighborhood Committee of Expo Garden in Pudong New District. By comparing the contents of both notices, it can be seen that the differences are minimal, suggesting that both were likely issued by relevant departments in a unified manner. As a result, similar "reminders" were issued by neighborhood committees in different administrative districts.
However, the Ruixin Neighborhood Committee clearly made "creative" interpretations of the policy. For example: 1.Regarding the "personalized needs of the quarantine cabin," the Ruixin Neighborhood Committee firmly stated that they "cannot accommodate" such needs, while the Expo Fourth Neighborhood Committee mentioned that "needs can be reported, but this does not mean they will be met." 2. Regarding "residents refusing to enter the quarantine cabin or be transferred," the Ruixin Neighborhood Committee harshly threatened with a "permanent red code and will never be cleared," while the Expo Fourth Neighborhood Committee's notice did not include this threat. 3. However, both notices confirmed that "refusal to be transferred" would result in "joint punishment" for all residents in the same community, indicating that this was part of a unified directive from higher authorities. Some Shanghai netizens reported that this policy was indeed being enforced, leading to isolated residents who were diagnosed but refused to cooperate.
