On March 28, at the beginning of the city lockdown, Xiao Xin was still quarantined in the rented residential community. Later, the Shanghai municipal government allowed riders with negative nucleic acid test results within seven days to return to work. Therefore, on April 9, after signing a commitment letter with the neighborhood committee, Xiao Xin began carrying a tent with him and lived a nomadic life, wandering between residential areas and underpasses. After the underpass was sealed off, he found it increasingly difficult to find shelter. Similarly, more and more people who finished quarantine in Fangcang shelter hospitals have come to live in underground passages, including daily wage workers in construction and other industries, food delivery riders, and people with disabilities. For daily wage workers, during quarantine they could not even find an employer to provide them with wages. After quarantine ended, they had no way to obtain basic living security from employers at the minimum wage standard according to pandemic-related regulations. For crowd-sourced riders who take orders on multiple platforms, the platforms are also unwilling to assume employment responsibilities.
