According to previous regulations in Shanghai, residents in prevention zones were allowed limited movement within their subdistricts. However, some residential communities prohibited the use of motor vehicles, allowing only pedestrian travel; entry to certain venues required a nucleic acid test report, yet “those with test reports couldn’t go out, and those who went out didn’t have test reports”; moreover, some residents were denied access to essential locations such as supermarkets and wet markets simply because those places happened to fall outside the boundaries of their designated subdistricts.
