The couple insists they are negative and have the report to prove it, but the officers insist they were notified that the couple tested positive. They refuse to look at the report and state they are only following orders from their superiors.

In Shanghai, a medical worker who was barricaded in a small neighborhood hoping to return to work has had a recorded conversation with a neighborhood committee cadre circulated on the Internet. In the conversation, the neighborhood committee cadre said that the community was understaffed and that she was on the verge of collapse.

It's not that the community committee is failing to act, but that higher authorities refuse to intervene.
